Vehicle Registration Lookup: Checking Your Ruhsat via e-Devlet

When you want to know whether the details on your ruhsat (vehicle registration certificate) match the official record held by the Emniyet Genel Müdürlüğü (EGM, Turkey's General Directorate of Security), whether there's a lien or pledge (hak mahrumiyeti) on your vehicle, or what you owe in MTV (motor vehicle tax) and traffic fines, there's one place to go: e-Devlet (Turkey's e-government portal). These lookups require identity verification and generally only return results for vehicles registered in your own name. In this article we walk through the registration lookup and the vehicle debt/fine lookup step by step.

Why should you check your ruhsat/registration details?

The most common need is buying or selling a used car: confirming, before you buy, that the seller's ruhsat really is registered to that person and that vehicle, and that there's no lien, pledge, or other encumbrance on the car, heads off unpleasant surprises after the purchase. Beyond that, checking whether your registration details were updated after an address or name change, verifying whether a lost ruhsat has been reissued, or seeing when and how much your annual MTV bill is, all fall into the same family of lookups.

"Adıma Tescilli Araç Sorgulama" (Vehicles Registered in My Name) on e-Devlet

The official way to view the registration details of vehicles registered in your name is the "Adıma Tescilli Araç Sorgulama" service that the EGM offers through e-Devlet (turkiye.gov.tr). The steps are as follows:

  1. Go to turkiye.gov.tr/emniyet-adima-tescilli-arac-sorgulama.
  2. Log in with one of: an e-Devlet password, mobile signature, electronic signature, T.C. ID card, or internet banking (turkiye.gov.tr).
  3. The system automatically lists the vehicles registered in your name in the EGM's information system; you don't need to enter a license plate.
  4. If no vehicle is registered in your name, the screen shows "No vehicle registered in your name was found."; if there is one, a table of vehicle information is listed (EGM User Guide).

No extra fee or charge is taken for this lookup (EGM User Guide) — so the registration lookup itself is free; the MTV and fine debts we'll cover below are a separate matter.

What information does the lookup result show?

According to the EGM's official user guide, the table for each vehicle registered in your name includes: the vehicle's license plate, type, make, model, registration document serial number, and encumbrance (hak mahrumiyeti) status (EGM User Guide). If your vehicle has an encumbrance (a lien, pledge, injunction, etc.), you can use the "Detay" (Details) button to see further particulars such as the type of encumbrance, the relevant authority/institution, the date, and the file number (EGM User Guide). Is there debt on the vehicle? MTV and traffic fine lookup

The accuracy of registration details is one thing; the financial obligations on the vehicle are a separate matter. There are two different kinds of debt:

Both services require identity verification via an e-Devlet password, mobile signature, electronic signature, T.C. ID card, or internet banking (turkiye.gov.tr). Don't forget to also check your traffic insurance policy

The registration lookup shows the vehicle's registry information and any encumbrance on it; but whether your Zorunlu Trafik Sigortası (mandatory traffic insurance) policy is valid is an entirely different lookup, based on data from the Sigorta Bilgi ve Gözetim Merkezi (SBM, Insurance Information and Monitoring Center). Things to watch out for during the lookup

All of these lookups require identity verification; this is because the data being queried is personal data, and generally only the person concerned can see results for a vehicle registered in their own name. So there's no public screen where "typing in a plate shows everyone the ruhsat information"; the e-Devlet login is required for security, not an obstacle. Always type the address in yourself (turkiye.gov.tr), and don't trust links that arrive by email or message — the official guide specifically emphasizes this warning too (EGM User Guide).

In short: the ruhsat/registration lookup shows the vehicle's registry information and any encumbrance, the MTV and fine lookup shows financial obligations, and the policy lookup shows insurance validity — all three are done through e-Devlet, free of charge and with identity verification.
